Dear Mr. WONG ,
 
Allow me to introduce myself , I am  Secretary General of Taiwan National Assistance Commission for Foreign Seafarer  Employment .
 
Apologize for the case of YM COMFORT Certificate for radio  personnel deficiencies in respect to your PSC  Inspection.
 
Appreciate your kind understanding of the following  clarifications :
 
For 3/M Mr. Nay Myoe Latt:
 

1) Myanmar government "Ministry of Transport , Department of Marine  Administration" endorsed GMDSS  training certificate No. GOC, 99/411, which  was issued by "The director General Posts and Telecommunications Department"  .

2) Department of Marine Administration issued her own endorsement  certificate number RE-1313/02 for GMDSS  training certificate No. GOC,  99/411.

3) Taiwan government signed STCW95 MOU with Myanmar "Department  of Marine Administration" (not "The director General Posts and  Telecommunications Department"), therefore, the number RE-1313/02 is proper for  GMDSS flag state endorsement.

4 ) Other crewmember (2/M) GMDSS  endorsement number is by the same procedure.
